I. Background and Rationale
Climate finance remains one of the most contested and urgent areas in global climate
negotiations. As the world looks towards COP30 in Brazil, financing gaps continue to hinder
progress on mitigation, adaptation, and loss and damage. The role of developed and
developing nations is evolving in the face of economic pressures, while geopolitics adds
further complexity to already fragile negotiations.
